New Phila police detectives capture break-in suspects New Philadelphia Times Reporter NEW PHILADELPHIA Police detectives have identified two suspects in two break-ins that occurred on Ray Avenue NW in January and March. Detective Capt. Shawn Nelson said the men are both believed to be homeless and involved with illegal drugs.
