State attorney not charging Orlando police detective in sexual battery case WKMG Orlando Chief Assistant State Attorney Deborah Barra said in a letter to Orlando Police Chief John Mina that after reviewing the facts of the investigation by the Florida Department of Law Enforcement she will not be proceeding with formal charges against Burgos.
